Although most of Africa was colonized by the UK and France, who did invest some effort back into their colonies (even if primarily for the colonizer's benefit), as opposed to the short and highly extractive relationship Japan had with Korea. Newly-independent African countries often weren't terrible places at the time, but the tribalistic and kleptocratic Liberator generation kept their otherwise-rich nations basically stuck in the 1960s.
