Remember the US was a trusted neutral country up until it got dragged into WW1, well into the Second Industrial Revolution (electrification). Nowadays host nations worldwide want US bases to stay because of the effective defense subsidy, easy tourist dollars, and a convenient lightning rod to deflect domestic political frustrations at.

The US is seen as more capable, but also more benign since the main data gatherers are corporations who have to regularly publish their interests and market their offerings. Washington's spooks are a lot smaller in size and budget than the ones funded by Beijing, so have to be more judicious about who they target with their time.
