  1. It's not China's either. All foreign aid is ultimately meant to advance the interests of the donor, it's up to the recipient to negotiate what types and how directly they'll let the donor operate based on what benefits they expect to extract from the deal going forward.

  2. There are mutual benefits, that's why those agreements get made. But there's also negotiating power and experience, which especially African governments' lack of both are leading to an alarming rate of broken builds and increasing number of abandoned projects.
