  1. The IOC needs to get over its aversion to a multi-city Games like FIFA already has. San Diego+Tijuana have tried multiple times to be allowed to make a border-crossing bid, and was never given the chance despite the US side having had a full on Olympic Training Center that were only some temporary bleachers away from becoming competition venues.
