There’s a reason Pax Romana, Pax Mongolica, and Pax Americana are named for the one power that maintained security for like a third of humanity at the time: peaceable open trade only follows having a coherent enforcement environment. Recreating this is unlikely among independent sovereigns with their inevitably clashing interests — it would require something more like the UN becoming a global government with real imposition powers, rather than being the mere discussion forum that it is now. History has shown multiple times that economic interdependence does not ultimately deter armed conflict, only a credibly severe adverse response will do so.
