  3. Teaching the teachers was a huge issue too. Many of them needed to be trained on what they could get the internet as well, and then how they could incorporate the access into their lesson plans.

  4. I'd probably redesign the mosquito nets so that they somehow disintegrate when immersed. Probably make the netting out of biodegradable fibers. Yeah it would increase the cost but it's not like they were being used as intended anyway (other than as a tax writeoff).

But libraries can still be a useful node of knowledge in being a dedicated environment for research with commercial-grade WiFi as well as free access to otherwise premium magazine and news outlet subscriptions, all not limited to formal enrollment into an academic calendar.
