  1. Japan is characterized by either staunch conservatism or breakneck development following a shock of some sort. There was plenty of guns getting bought during the warlord period followed by stagnation after the Tokugawa takeover. There was rapid modernization under Meiji which had faltered by the time they sucker punched America at Pearl Harbor. There was a massive rebuild of industry that saw the Rising Sun burn out in the Lost Decade. Nowadays there's a generous remilitarization of the JSDF including its "defense" to include allies and procurement of long-range missiles, due to provocation by China and especially Russia and the realization that simply protecting existing territory won't make the aggression stop.
