  1. Main problem is the Jones Act effectively discourages the options of ships Americans would crew because of the limited size of the oceangoing US-flagged fleet. The lack of shipbuilder competition already shut down American shipyards through consolidation, making the nation weaker that it would've been had we allowed that overseas competiton.
