  1. More like test scores are the state religion. Education involves open-mindedness and critical thought (which flies against Party interests) as opposed to rote memorization. This is a big reason why Mainland China is so lousy with its per capita productivity despite graduating so many "engineers" (i.e. mislabeled basic-level technicians).
