  1. China is big enough to isolate internal issues as being the problem of some "lesser" or "other" place. The hard lockdown of top-tier Shanghai got people questioning how protective Zero-COVID really was, but the November outbreaks including in Fortress Beijing leading into the Urumqi fire made everyone realize that the Party's "medicine" was more damaging than the disease itself. Chinese people are extremely tolerant of abuse... as long as there was someone else they could believe performed worse to similar conditions.
