  1. Confidential classification generally means information shared between governments, including adversarial ones. Closed door negotiation proceedings would be one such case of Confidential information.

  2. Nearly all classified information is temporary, at least for the US system. Generally they last only up to 25 years, the only exceptions are for WMDs and living human intelligence sources, and even those are regularly reviewed for extensions.
