  5. The CPC is constantly anxious about its legitimacy and control of its people going forward, just like every autocratic emperor and warlord before them. Hence new projects to keep workers busy, resulting in padded numbers and shiny new structures they can pitch as evidence of their superior governance, even if such builds remain underutilized for their (unusually short) lifespan. It's all smoke and mirrors going by predictions of what they wish the future will be, blinded by their own ego and without bothering to ask the people directly like most true democracies would.
