  2. No it is always a he, especially in the upper echelons of politics. Nigeria is socially very traditionalist with a strong sense of gender roles, enforced by the churches/mosques everyone regularly attends due to likewise strong religiosity. Source: I lived there for a few years.

  3. That doesn't solve their issues with raw production though, just their lack of local refining capabilities (they've historically exported the crude and reimported the refined stuff).
