  1. I'd wager that will ultimately end up in the American Southwest. Lots of desert land to develop, close to educated labor from the coastal state megalopolises, and plenty of potential wind and solar energy sources. Only limitation would be water, which as the California Aqueduct network shows can be imported a similar distance if we invest in desalination.
