Property taxes are relatively low because of Prop 13 limitations, hence the raised taxes on everything else. Homeless live there due to low availability of housing (promoted by pro-landowner policies like Prop 13) and because the climate is survivable year-round. The vast majority of the water gets used by agriculture, who are incentivized to not be efficient with their consumption by the state's "use it or lose it" water rights laws that they also intensively lobby against updating. So yes politics is the problem, but it's not necessarily because of a patronizing political agenda.
