  1. Autocracies ultimately play not to win, but to not lose -- they live in constant fear of changes they can't predict because any one of them could be political. "New China" is especially cautious as their own self-made issues (aging, debt, pollution, etc) continues to narrow the Party's options to maintain its unchallengeable rule.
