Elon Musk is above all laws. His Neural Link Technology is desired by all. That includes all Banking Institutions, World Economic Forum, Saudi Arabia, China, Russia etc. It is a fact. Its not about the money. Warren Buffet is rich but he is forgettable. Bezos is rich but he is forgettable. Unless someone else develops Neural Link, Elon Musk is untouchable.
