Like the battle in Armageddon between Lucifer and Jesus, the weapons of both sides will be more advanced the farther the war is in the future. In other words, those who wish war cannot afford to let both sides be more highly advanced because they will both lose or it will be a stalemate. It is a matter of how confident you are with your weapons. Since said warring nations have nuclear weapons, I say all sides are confident to win even though they will also lose at the same time.
