  1. Apparently the Horizon system was not an accounting system but a database which is one of the reasons for some of its problems. It wasn't a fit for purpose system and Fujitsu never consulted end users in creating the system. The Post Office should have insisted on that. At some point she knew that the Horizon system had flaws because the Post Office itself hired 'Second Sight' , in July 2012, to look into it and then sacked them when they reported the flaws. The P.O. didn't want to know. She didn't want to know.
