In the UK ....It used to be bad manners to eat and drink in the street at one time (in the 1950s) and talking loudly on the phone in buses and trains and littering is annoying but people are too polite to say so or don't want the aggro, as you are likely to get a mouthful of abuse if you say anything. It would be good training if everyone spent 6 months in Japan.
