He could have just applied for another one. In those days insurance cards only lasted about a year anyway. You filled them with stamps and sent them into the National Insurance Office to be put on your NI record. He would have lost a year's worth of stamps at most. Even if he didn't know his national insurance number, he could have requested it again if he sent in his personal details. He could even have paid voluntary contributions for that period or complained to a NI office who would have sent an NI inspector to his employer to investigate. It's like he was weirdly fixated over it, at the same time as being very impractical. Perhaps there was some other aspect that bothered him about it, but I've never seen an explanation.

It's not funny but Hugh Grant is suggesting the incompetence of the failed 'hit' is funny in an absurd way, and typically English. I think the promoters try to 'lighten' the dark subjects in the show a bit to make it more bearable for audiences to watch by showing how amateurish and crazy it all was.The 'hit' only failed because the assassin shot the dog first and then his gun jammed.
