  2. The House of Lords never intended to stop it. They don't when the government has a big majority. To think that's their intention is to misunderstand their role. They suggested changes to make it work better as intended that's all. The government refused to listen. The Lords then won't press that further. They leave the government to deal with any unintended consequences.
