Harry's wealthy in his own right as he inherited millions from Diana and if he wants an independent private life away from the Royal family, and in another country, he can certainly afford to pay for his family's security. He can't have his cake and eat it, - have the financial support of the taxpayer without any of the duties that go with being a taxpayer funded Royal.Charles knows what the British public will put up with and what they won't and they won't want to support an ex Royal with taxpayer money. Meghan has a similar sense of entitlement and perhaps she thought Archie would secure the meal ticket.

When he says 'We are not talking about the direct line of succession here', that seems incorrect because Charles was certainly in the firing line.

I don't see him as manipulated so much. They do share a sense of grievance and entitlement and when Harry met Sally (sorry Meghan) she emboldened him to express his discontent in this way. His fear about 'history repeating itself' is probably genuine though. I don't think 'logic' is a strong point of Harry. He and she react more emotionally than thinking logically. She thought she won the lottery and didn't read the small print which requires certain duties and discretion in the role.
