  4.  @grapefruitshortwave1071  I think you'll find, if you look it up, that sentences beginning with Who, What Where, When, or How etc are classed as questions grammatically. Don't they teach grammar these days? I imagine it was a rhetorical question (i.e one that does not require an answer), but I thought I'd answer it anyway.
