  1. Breaking the rules he created when others ARE being punished (fined) for doing the same is a case of thinking the rules don't apply to him but only to the 'masses'. Boris also thought the rules didn't apply to him which is why he boasted of shaking the hands of everyone he met in a hospital shortly before coming down with Covid. He may well have been the one who passed it to colleagues Hancock and Raab and the Chief Medical Officer also.
