If Trump was really bothered about the amount, why didn't he proposed higher amount earlier in order to avoid unnecessary hold up of the Bill? He wants to look like a good guy while being a bad guy, and if people believe he's a good guy, he's some kind of alchemist that can appear to turn crap into gold.
