Local councils are responsible for keeping the access points unblocked, the drainage system under that is for Thames Water to do, since the water system was privatised. It's nothing to do with the mayor but some people like to heap blame on him for anything at all.

@purplesunflower8242 Do check your facts. Khan is not responsible for London drains nor is he responsible for the Marble Arch mound. keeping drains clear is the responsibility of the local councils. The drainage system is the responsibility of Thames Water and The Marble Arch Mound is the responsibility of Westminster Council - a Conservative council.

@purplesunflower8242 Where does it say that? Westminster council initiated it and it passed through their planning system. I don't know whether Khan had the power to stop them. Westminster council clearly saw it as a money making exercise since they sold tickets to see it. They argued that it would attract people back to London. If Khan had any power to stop it, he might have thought it's green and it may attract people back to London. I've not seen it personally. Have you? At least it would be easier to remover than some awful sky scraper though I fear it may be a waste of Westminster Council's money.

I've just checked and the mound would have been referrable to the Mayor for permission if it was over 30 metres, but the mound is 25 metres so is not referrable to him for permission. The Victorian drainage system is unable to cope with these volumes of water and the ground can't soak it up either as so much of it is concreted over.
