  1. Because if you say too much of what you are going to do, the Tory government could have tried to do things to sabotage them in advance, before leaving office. Also they can't be clear about what they can plan before seeing the state of the finances which could be worse than they anticipate.

Lockdowns were decided by Boris Johnson but too late to work effectively which meant there was more than one and for longer than would otherwise be needed, because Johnson would not listen to any experts. The Tories and Brexit have hugely damaged farming. Their economic 'expert' said that Brexit would damage farming and UK manufacturing and trade but the Tories didn't care. They just lied about it except when Boris let slip his real feelings and said 'fuck business'

  3. I'm not sure that planning was the real block on housing development. That's the developers' and the Tories' excuse but actually a lot of developers preferred to 'land bank' as long as the increase in land prices were giving them increased asset values and only build when the profit was high enough to tempt them and they could arm-twist councils into dropping the desired affordable house numbers. This was not to the benefit of house buyers and especially not to the benefit of first time buyers. She keeps saying she's pro business, so does that mean she will be gullible when dealing with them.
