@stevehardy3680 Because the 'evidence' the cops collected was not sufficient. The cops did not do a good job. The CPS has to decide whether there is sufficient evidence to proceed.

@stevehardy3680 I agree that the BBC did not do a good job in the Saville case or in the case of Cliff Richard (though these were opposite actions) but it's the CPS's job not to send cases to court that don't have enough evidence to have a chance of conviction, and the fact that they may have let other such cases through (I don't know of any), means they were not doing their job. It doesn't mean they were wrong in the Savile case, though a lot more came to light later after Savile died. It's the police's job to gather the evidence.

@stevehardy3680 Because there wasn't enough evidence to secure a conviction. The CPS decided that. Though Starmer was the head, at the time, he didn't get involved. The Head of the CPS does not get involved in every case. That's not his role. There are others employed to make those decisions.
