It's all about a difference in doctrine. The Russian Navy uses small ships that have large, heavy hitting missiles, albeit few of them. This isn't a problem for them since they can always dart back into port and restock and dart out again. They aren't made to go out onto the open sea, where the US Navy holds sway.

There haven't been many large scale general wars since the Second World War. The last significant war that evolved significant naval fighting since then would probably have been the Iran-Iraq war. Of course, the only real battle was Operation Preying Mantis, since most of the war was just Iraqi Exocet missile strikes.
