  2. They dump tons of money into new "wunderwaffe" programs, designed to make Russia look strong and to garner export contracts. The T-14, despite being vaunted as a revolutionary tank design, was too expensive for the traditional Russian export market (most countries, at the price Russia was asking for, would chose proven American or European designs), combined with production problems (which caused India to drop out of the Su-57 program) due to sanctions in the aftermath of the Crimean crisis.
