Look at the shadow puppets trailer for this movie, they still depict the original story of the black man and white woman who had an affair. And listen to the line: "Candyman isn't a he, he's the whole damn hive!" This makes a lot of sense when you see the shadow puppet trailer which shows people who were wrongly convicted/lynched/killed and are implied to become their own Candyman. Their own legends. Hell, look at how the first one ended Helen transcended into a legend herself and becomes part of the Candyman hive.
