  1. i disagree somewhat: i suspect that Ru would have been counter-manded steadily by the U.S. & other Nato-related nations, for several reasons. Poo chose '14 bcuz he sensed an overly cooperative/friendly AND distracted U.S. (internally politically). In '05, the US was not internally distracted nor divided and possibly would have at least secretly undermined Ru. I studied fair bit of history, and then behavioral sci's.
