To many in the West, the name Kursk is one of very few Ru names that we're familar with and that's bcuz of the submarine tragedy, which really did prove that Ru was still living in the paranoid-like Cold War Ru, and/or had the insecurity/pride/false-pride to accept assistance. I'd mark it down to paranoia (or just as likely the desire to pretend they were paranoid, as if they had some really great advanced tech to protect), since that was always the modus of Ru's Ussr in security matters (e.g. they intentionally shot down the Korean airliner flight 007 in '83, and only a softened Yeltsin (severe alcoholic) was willing to tell the world the truth about what happened.
