yes but i'ts even worse in a very different way: It's too risky to stop the flow of oil in the pipe system itself adn thus no matter how low the price they must keep pumping and then try to store it anywhere in the world if they can't sell it quickly enough. This is bcuz of the technology of pumping systems/pipelines, which as the engineers all over the wrld learned in the early '90's was vulnerable to dis-use or non flowing oil. The stoppage then for some months/years caused trillions of damage ultimately and some of those repairs were just completed recently thirty yrs after the fact!
