As far as driver's licenses go.. the supreme court had no say in it since it's a state-level statute that also is granted by the constitution via separation of power and balance of power.

All vehicles/cars/conveyances (or whatever other word you want to try to use as a loophole) are classified as motor vehicles unless they are specifically listed as an exception to the state's licensing codes. Basically if it has wheels it's got a VIN which means it's already registered. It's your responsibility to transfer the registration into your name and keep it current. Not doing so puts you in breach of the state's licensing laws and you will get cited. Over... and over.... and over..... until you learn.
