It is art that needs health regulations. If you go to a beauty salon, you will see on their walls certificates of certification. Their some medical procedures they have to learn like how not to burn scalp with products they use. Tattoo artist need certification so they and the customers are protected. They are putting ink into the body. As Alan has stated that in other countries, it is legal and they could follow those procedures.
