  1. Summit or no summit, the political situation between US and Russia will not change as long as sanctions are imposed . The relations will continue to deteriorate until war will start. Sanctions on Russia is an act of war, (cold war.) The hot war with Russia will start if US removes Russia from swift , freezes its dollar currency reserves in US banks and takes action with Ukraine to genocide the Russian speaking Ukrainians in donbass. That's the red line Putin will never tolerate.
