  1. Putin is ultimately responsible for the atrocities. But NATO/US pressure on Ukraine made Russia's actions more likely if not inevitable. Russia was never going to be happy about having Ukraine join NATO and have an outpost on its doorstep. This is just as much a proxy war as the war in Syria - part of the 'not so' Cold War v2.0...
