Efficiency and the job at hand are ignored for the sake of fake numbers that have little to do with reality. Effectiveness is the only target that should be considered - How effective is the healthcare in Britain? - How effective is education? - how effective is crime reduction? Targets are profit and perception driven and have little to do with success...
