I think they use the 55 years of age criteria because the data, they have, shows that most or all cases with clots took place with the younger people. So, if the government is brought to court, they would be able to say that they used due diligence based on the available data. So, legally, the standard of care was followed by them. All I can see that those speaking government head speak a lot, shooting around the bushes, but in fact they do not know much about the subject.
