@allaansnackbar4269 the Japanese actually planned to synchronise their attack on Pearl Harbour with a formal declaration of War. Due some late decisions and instructions to the Japanese ambassador to the US(the one who was supposed to deliver this declaration of war) this in the end didn't work out the way it was intended meaning Japan attacked the US without declaring war. Which contributed greatly to the outrage of the Americans. Undeclared wars have become a signature move of aggressor states. With Germany, Italy, Japan and also the USSR (especially before Germany broke the Molotov-Ribbentrop pact) having pulled this stunt. Russia can now be placed in this category as well.

@sll6773 the problem with the system thing is that we also see with Hong Kong and Macao that China actually does intervene in their systems and autonomy. Why would Taiwan trust the PRC to not do the same to them?
