@DB4331 head of state in these countries have no real power and the PM is a position that is usually given to the leader to the largest party. The PM's in said countries also nearly don't have any powers like Putin does. The British PM + king combined have less power than Putin. So his post is misleading, a tactic often used by his side of the narrative. Whilst technically the position of PM is unlimited in terms of times one can be reelected, we have seen, that this not the case in practice, as an unpopular PM will soon lose support from either the population or his/her party and be replaced. PM is just a first amongst equals, the king is just a figure head, whilst Putin is like an absolute monarch, he is more akin to Louis XIV than Charles III.
