@SilverKitty no it isn't. Russian doesn't belong to the Russian state and is widely spoken outside of it.

@SilverKitty and the Central Asian Republics... I am pro Ukrainian btw, as my pfp shows, but I can differentiate language from country )). It is the attitude like yours that causes the language tensions in Ukraine. I have many Russian speaking Ukrainian friend and family. Fiercely pro Ukrainian, but told that they are bad for speaking Russian instead of Ukrainian, eventhough this is the language they grew up with. Don't politise languages or you do the same as the Russians. I'm glad I am able to speak the language as it means I have access to different sources.
