@Jeylon Blake Ukraine, Finland, Belarus, Latvia, Estonia, Armenia, Georgia, Azerbaijan, Poland, and even some territories in modern Russia, all declared independence from the Russian Empire. So yes, these states were independent for a time in the 20th century, and most of them were forcefully incorporated into the USSR. The USSR also tried to do the same to Poland (Polish - Soviet War), the Baltic States (Estonian, Latvian and Lithuanian Wars of independence) and Finland (Finnish Civil War and the Winter War) as what they did to Ukraine (Ukrainian - Soviet War), Georgia (Georgian - Soviet War) and Armenia (Red Army invasion of Armenia)
