In 2016 this matter was brought before the Permanent Court of Arbitration (PCA) and the PCA ruled that China had no claim to the islands in the South China Sea under the U.N. Convention on the Law of the Sea (UNCLOS). Therefor, international law specifically prohibits them from doing that.
