  1. The inside looked and sounded like the power plant for the water, power andsewage systems supplying the hospital complex. From the outside I noticed the heavy cable assembly does not enter that below ground entrance, but runs across it. I would guess it's access or was access to another support system for operation at the hospital complex. The racks with the rifles and clips are normally used for running other wire cable assemblies or water/Oxygen lines I would guess. Not an expert but doesn't seem conducive with the noise level that any communications would be very clear or effective.
