Building more U-boats isn't going to work for them either More subs would have meant more trained crews being necessary - By 1942, Germany was facing a shortage of manpower. Given its insane racial laws and Hitler's inability to view the navy as a crucial part of a combined arms strategy, it's impossible to see from where the Kreigsmarine would have (or could have) recruited new submariners. More subs would have necessitated more ship service and support personnel - As with submarine crews, the existing manpower shortage would have played hell with the support staffing necessary to maintain the additional submarines. This may have resulted in more subs in drydock, as there wouldn't be enough people to fix them. Raw materials - Submarines require an extensive amount of raw materials from steel to petroleum to operate, to concrete to build submarine pens and piers. Germany’s lack of raw materials was one of the reasons it went to war in the first place. All needs had to be balanced and so the decision build additional submarines would have to come at the expense of airplanes, tanks, vehicles or even civilian items.

At least in HOI4 they actually let build behemoth sized battleships than IRL

Building battleships just for convoy raiding is not a good idea, subs could do it much much more efficient for the fraction of the cost

@dovetonsturdee7033 Yup, armed merchant ships are definitely much better much better commerce raiders than any capital ship for less the price and less the displacement
