Yes, the Light Cruisers of the Kriegsmarine simply did not have the operational range and that's the same case with the destroyers. There's also the fact the Kriegsmarine feared sending some of those light cruisers for the fear that they would be sunk due to rough seas

@josephkugel5099 Except the Germans couldn't, Bismarck was already damaged with less fuel and restricted to 28 knots, Prince of Wales was already miles away from Bismarck so it's unlikely that Bismarck would be able to catch up, there's also that Prince of Wales can call back up with Norfolk and Suffolk to stop or at least distract the Germans long enough for Prince of Wales to escape.

@josephkugel5099 Those were immediate damage but at At 0740 hours the Prince of Wales had cleared away most of her damage and had managed to get two guns of Y turret operational, so she only needed literally an hour to get speed back and again with the gap Prince of Wales already had and Bismarck's reduced speed, so Bismarck can't but Prinz Eugen maybe but Eugen would have to pass two heavy cruisers and I doubt she could win a 1v2, also there's also more backup Prince of Wales can call in the form of Hms King George V and Hms Repulse stationed across Iceland waiting on Bismarck's possible route. And the biggest problem hurdling the Germans to pursue was Bismarck's fuel, they're not going to waste Bismarck's precious fuel chasing a battleship when they could use that fuel to get Bismarck closer to a friendly port and in this case, Saint Nazaire.
