  3.  @GameChanger597  That's a rough way of looking at it. Fact is, the intimate partner is the most likely perpetrator. Law enforcement is taught to make concentric circles around the victim - those closest to her first, then one step removed, etc. It would be rather inefficient to begin by questioning random people whose names were chosen blindly out of the phone book.
